ABSENTEE VOTING

A system of absentee voting in the Philippines was first provided for in Executive Order No. 157 dated 30 March 1987.

The system initially covered the elections for President (1992), Vice President (1992) and Senators (1987), and later included the Party-List System of Representation in the House of Representatives (1998). It is only available to members of the Armed Forces of the Philippines and the Philippine National Police, other government officers and employees who are duly registered voters but who, on Election Day, are temporarily assigned in another place where they are not registered voters in connection with the performance of election duties (Sec. 12, R.A. No. 7166).

The system allows a registered voter who, by reason of public functions and duties, is not in his/her place of registration on Election Day to vote in the city/municipality where he/she is assigned on Election Day (Sec. 1, Resolution No. 3439, Commission on Elections).
