BOARD OF ELECTION INSPECTORS

The board of election inspectors shall have the following powers, functions, duties and responsibilities on Election Day:

a. Conduct the voting and counting of votes in their respective polling places;

b. Act as deputies of the Commission on Elections in the supervision and control of the election in their respective polling places;

c. Ensure the holding of a free, orderly and honest election in their respective polling places;

d. Perform other functions prescribed by all applicable election laws or by the rules and regulations promulgated by the COMELEC (Sec. 168, B.P. Blg. 881, as amended);

e. Have full authority to maintain order within their respective polling places/premises;

f. Keep access to their respective polling places/premises open and unobstructed;

g. Enforce obedience to its lawful orders by voters and other persons inside their respective polling places/premises;

h. Issue a written order directing any peace officer to take any person into custody for disobeying its lawful orders while inside their respective polling places/premises (Sec. 172, B.P. Blg. 881, as amended);

i. Members of the board of election inspectors shall not engage in any partisan political activity or to take part in the election except to discharge his/her duties as such and to vote (Sec. 173, B.P. Blg. 881, as amended); and

j. Issue a certificate of the number of the votes received by a candidate upon request of the watchers after the announcement of the results of the election and before leaving the polling place. All the members of the board of election inspectors must sign the certificate (Sec. 215, B.P. Blg. 881, as amended).
