COMELEC CONTROL The Commission on Elections, sitting en banc, and if the need arises, may place any political division, subdivision, unit or area under its immediate and direct control during the entire election period, or during a specific period thereof, on account of the following circumstances: (a) intense political rivalry between or among
candidates, political factions or parties; The COMELEC, through a Special Task Force created for the purpose, and composed of the Commissioner-in-Charge of the Region as head, and the Regional Election Director concerned, the highest-ranking regional official of the Philippine National Police and the highest-ranking officer of the Armed Forces of the Philippines assigned in the region as members, may: a) Take immediate and direct control and
supervision over all national and local officials and employees required
by law to perform duties and/or comply with certain prohibitions relative
to the conduct of the elections in the political division, subdivision,
area or unit concerned; and For immediate and effective control of the
political division, subdivision, unit or area concerned, the Commission
shall exercise its authority through the Commissioner-in-Charge of the
Region where Comelec control has been imposed. At the discretion of the Commissioner-in-Charge, or whenever required by exigency, additional members who must be lawyers of the Commission may be appointed to the Special Task Force. (Sections 1 to 4, Comelec Resolution No. 3618, s.2001) For any
