A voter is not required to present his voter's affidavit or identification card on Election Day unless his identity is challenged by any other voter or official watcher inside the polling place. Failure or inability to produce such voter's affidavit or identification card upon being challenged shall not preclude a voter from voting if his/her identity can be shown from the photograph, fingerprints, or specimen signatures in his/her approved application in the book of voters, or if he is identified under oath by a member of the board of election inspectors. Such identification shall be reflected in the minutes of the board (Sec. 199 (a) & (b), B.P. Blg. 881, as amended).
