Duties and Qualifications of a Provincial Board Member

Manner of Election

Elected by all qualified voters in the legislative district of the province where he intends to be elected.


Term of Office


Each term shall be three years; maximum of three consecutive terms.


Qualifications
A citizen of the Philippines.
At least twenty-three (23) years of age on election day.
Able to read and write Filipino or any other local language or dialect.
A registered voter in the legislative district of the province where he intends to be elected.
A resident in the legislative district of the province where he intends to be elected for at least one (1) year before election day.


Primary Duties


1. As a regular member of the Sangguniang Panlalawigan, participate in the enactment of ordinances, approval of resolutions and appropriation of funds for the general welfare of the province and its inhabitants in the proper exercise of the corporate powers of the province.

2. Initiate proposed ordinances and resolutions necessary for an efficient and effective provincial government, the generation and maximization of the use of resources and revenues for the development plans, program objectives and priorities of the province, the granting of franchises, the issuance of permits or licenses, the levying of taxes, fees and other charges, and the efficient and effective delivery of the basic services and facilities.

3.
Upon assumption of office, make a full disclosure of financial and business interests in accordance with R.A. No. 6713 and other related laws.

4. Disclose any business, financial, or professional relationship or any relation by affinity or consanguinity within the fourth civil degree, which he may have with any person, firm, or entity affected by any ordinance or resolution under consideration by the Sangguniang Panlalawigan, which relationship may result in conflict of interest.
