In the May 11, 1998 general elections, there were 17,458 elective positions at stake, including those for President and Vice President. A total of 64,336 filed their certificates of candidacy. The Commission on Elections heard 561 cases (or roughly 3% of the total positions at stake) of petitions to disqualify, petitions to declare one a nuisance candidate and petitions to deny due course to a certificate of candidacy or to cancel a certificate of candidacy.

In the May 14, 2001 national and local elections, although the positions of President and Vice President will not be voted upon, we will have more elective positions at stake because a significant number of new local government units (LGUs) have been created or merged, or the classifications of existing ones upgraded. Thus, new executive positions were created and membership in their respective sanggunians (local legislative councils) inevitably increased.
