List of Prohibited Acts During the Election Period

Note: Please report to the COMELEC all violations of prohibited acts during the election period.

From January 11, 1998 to June 10, 1998

• Alteration of territory of existing election precincts or establishment of new ones.
• Carrying of firearms or deadly weapons, and the use of uniforms, insignias, etc.
• Transfer of assignment of officers and employees in the civil service including
public school teachers.
• Organization of strike forces or similar groups.
• Use of bodyguards or security personnel by candidates.
• Suspension of elected officials at the provincial, city municipal and Barangay
levels.

From February 10, 1998 to May 11, 1998

• Giving of donations or gifts in cash or in kind, etc.

From March 12, 1998 to June 10, 1998

• Illegal release of prisoners

From March 27, 1998 to May 10, 1998

• Appointment or hiring of new employees.
• Creation or filling of new positions.
• Promotions or giving of salary increases or privileges.
• Release of public funds for public works, social services and development.
• Construction of public works, delivery of materials for public works and
issuances of treasury warrants and similar devices.

From April 9, 1998 to April 10, 1998

• Campaigning

• Serving, selling, buying and taking of intoxicating liquor.
• Giving, accepting free transportation, food, drinks or other things of value.

May 11, 1998

• Campaigning
• Serving, selling, buying and taking of intoxicating liquor.
• Giving or receiving free transportation, food, drinks or other things of value.
• Voting more than once or in substitution of another.
• Holding of fairs, cockfights, boxing, horse racing or similar sports.
• Opening of kiosks or small stores of wares or drinks within thirty-meter radius
from the polling place.
