VOTING PROCEDURES


Chairman of the board of election inspectors announces the opening polls.

Voting starts promptly at 7:00 A.M.

Voters cast their votes in the order of their arrival.

Voters approaches chairman and gives his/her full name and address.

Chairman checks the voter's name from the computerized voters list with voting record (CVL Form No.2) or from the book of voters.

Chairman requires any authentic identification document of voter when in doubt of his identity.

If satisfied, chairman announces the name of voter for every one to hear.

Chairman checks if right forefingernail, or any other finger of voter is stained with indelible ink.

If not stained, chairman gives voter a ballot.

Chairman announces serial number of ballot.

Chairman enters serial number in corresponding space in voting record at back of Voter's Registration Record (VRR). If the book of voters is destroyed, missing or otherwise not available, the chairman uses the Computerized Voter's List with Voting Record (CVL Form 2) instead.

If CVL Form 2 is not used because the book of voters is available, poll clerk enters in CVL Form 2 serial number of ballot and signs in the column for Chairman's signature.

Chairman authenticates ballot by affixing his signature at back thereof.

Chairman folds ballot, except the portion where serial number appears.

Chairman gives ballot to voter with instruction to fold in the same manner when returning the ballot.

The voter affixes his signature in the proper space of the VRR or CVL Form 2, if used in place of VRR.

Voter goes to voting booth and fills his ballot

If voter accidentally spoils or defaces ballot, he surrenders it to the Chairman who gives him another ballot with its serial number duly entered in VRR or CVL Form 2. Such fact shall be entered in the minutes of voting.

When finished, voter returns to the chairman with ballot correctly folded.

Chairman directs voter to affix his thumbmark in corresponding space in the
ballot coupon, and in the VRR or CVL Form 2.

Chairman verifies if serial number of ballot is the same as that previously
entered in VRR or CVL Form No.2.

Poll Clerk/Third Member applies indelible ink on cuticle of voter's right forefingernail.

Chairman signs in VRR or CVL form 2.

Chairman detaches the coupon from ballot and drops coupon in compartment for spoiled ballots.

Voter drops ballot in compartment for valid ballots.

Chairman instructs voter to leave polling place.

Casting of votes ends at 3:00 P.M.
