ONCERNED CITIZENS FOR HONEST, ORDERLY AND PEACEFUL ELECTIONS  ORGANIZED

Final organization of CCHOPE took place during the meeting on 26 March 2001 at the Bishop’s Residence.

The organigram has several levels.  The highest level is the SOCSARGEN Coordinating Council (SSG CC) with its own secretariat.  This secretariat has 6 committees under it: finance, food, security, transportation, communication, legal/documentation.  Also directly under the 
secretariat are the three Provincial and City Centers: South Cotabato, General Santos City and Saranggani.

Second highest level then are the South Cotabato Provincial Center, Sarangani Provincial 
Center and General Santos City Center.

Each of this Provincial and City Centers has its own secretariat.  Under the Secretariat are [are at least] 10 committees: Media Liaison, Finance, Food, Security, Transportation,  Communication, Medical, Legal /Documentation, Couriers and Encoder /Computer.  

Parishes and Municipalities in South Cotabato and Sarangani are under the secretariat of the South Cotabato Provincial Center and Sarangani Provincial Center, respectively.  Parishes/Barangays in General Santos City are under the secretariat of the Gen. Santos City Center.

The Third level, then, are the parishes.  They can have their own parish centers with secretariats and committees.

Under the parish centers are the GKKs in the parishes.  This is the lowest level.  Its organizational structure will depend on the needs of the parish concerned.

1.     SOCSARGEN level has no encoders since election returns are
directly reported by the Provincial/City Centers to NAMFREL Manila.

2.    Fr. Estong Bendita will create a website for fast transmission from Centers to NAMFREL.

3.    CCHOPE has a tie-up with VOTE CARE – NASSA, PPCRV and
NAMFREL for political education, poll watching and quick count, respectively.

       Upholding sovereignty of the people is what democracy is all about.   I believe  that in 
        every action involving the possibility of a reversal of the popular  electoral choice, this 
        Court must exert utmost effort to resolve the issues in a  manner that would give effect 
        to the will of the  people, for it is but sound public policy to cause electoral offices to be
        filled by the choice of the  electorate. We must liberally construe election laws and
        jurisprudence to give fullest effect to the manifest will of our people and to give life and
        meaning to their mandate.  In every election, the people's choice is the   paramount
        consideration and their expressed will must, in every way possible,  be given effect.
